Every enterprise camera-AI conversation in the Gulf eventually reaches the same question: where does the video go? If the answer involves a cloud region outside the country, the conversation is usually over — and as of 2026, that is not conservatism. It is the law, actively enforced.
The residency wall
Saudi Arabia's Personal Data Protection Law treats video of identifiable people as personal data, requires it to be processed under strict controls, and data-residency rulings have already been issued. The UAE and Qatar run parallel regimes. Across ASEAN, Indonesia's PDP Law and the PDPA family in Singapore, Malaysia, and Thailand impose their own residency and privacy obligations. The direction is uniform: camera footage of people is regulated personal data, and it increasingly must stay in-country.
For cloud-first video analytics architectures, this is structural. Streaming raw video to an offshore inference cluster is not a configuration you can patch into compliance — the architecture itself is the violation.

- One rulebook across borders. Policies are authored once, centrally, and enforced identically in every country — while each country's video stays home. Policies and sealed events travel; raw video never does.
